Overseas experiences indicate that terrorists have a track record of targeting rail-bound traffic with symbolic significance or a large number of people to maximize casualties and create fear amongst the public to achieve their purposes.

The seventh issue of the “Safe Community Newsletter” features the terrorist threat against public transportation and the emergency response in the event of a terrorist incident. This serves as a reminder for the public to remain vigilant and take precautions against terrorist or violent incidents, especially in crowded places.
